If a CSV file is imported with zero candidate timebases, scopehal infers a 1fs timebase. However, in this scenario, possibly the user has a problem with the input file. Show a warning about this.

See also ngscopeclient/scopehal-apps#378 which has a file that fails to get its timebase inferred (due to user error!).
