Adjust to changes in Edalize icetime invocation #320

I got some changes planned for Edalize. One of them will change how icetime is being called from the Edalize-generated Makefile. Currently the command-line is icetime -tmd $(DEVICE) $< > $@ where presumably $(DEVICE) is set externally (by fpga-tool-perf?). This will be changed so that Edalize gets an icetime_options setting in the tool_options so that users can decide all options.

This change will probably break fpga-tool-perf so writing here to let you know. Once applied, you will need to feed -tmd $(DEVICE) through icetime_options instead to keep the current behaviour

Hmm.. forget that. I misunderstood how it works. There might still be changes, but not like this right now so I'm closing this
