Kokoro doesn't create TAR files for failed fuzzers. #1314

There has to be a bug in a Kokoro script. On a fuzzer failure the tar file with all its data is not created. The message says (for example):

Packing failing test cases
tar: 045-hclk-cmt-pips: Cannot stat: No such file or directory
tar: Exiting with failure status due to previous errors
