Motivation for this change
This is a continuation of #78363
When using a *.tar.xz (eg.
https://channels.nixos.org/nixos-unstable/nixexprs.tar.xz
) in user_data, nix requires tar and xz in the path.Things done
Tested with above channel specified in user_data in a three-hash-bang in an EC2.
