Everything is copied as-is from 9 (except version and hash). Some platform-specific patches might not apply anymore; I'm lazily leaving that for the community to fix.

(cherry picked from commit 2e192dc) It's just adding new packages; they might be useful on 20.03 as well. We didn't have gnat backported to 20.03, so I didn't touch that.

Compiled some packages with gcc10Stdenv on {x86_64,aarch64}-linux. More checks in progress ATM.
