gcc10, gfortran10, gnat10: init at 10.1.0 #87237

Everything is copied as-is from 9 (except version and hash).
Some platform-specific patches might not apply anymore;
I'm lazily leaving that for the community to fix.

Things done

Compiled some packages with gcc10Stdenv on {x86_64,aarch64}-linux. More checks in progress ATM.

Also, meta.maintainers member requested for review.

More tests done:

  • gfortran10 built on {aarch64,i686}-linux
  • gnat10 built on x86_64-linux (on the other two linuxes it won't bootstrap; that part is unchanged from other gnat versions)
  • compiled some packages with gcc10Stdenv on i686-linux

Let me not delay, as it's just adding packages (and straightforward). We can improve later.

It's just adding new packages; they might be useful on 20.03 as well.
We didn't have gnat backported to 20.03, so I didn't touch that.
