Cannot pack OSERDES + OBUFDS together #1469

As in the title. This happens when there is no connection between OSERDES.TQ and T input of the IOB. The connection in the fabric is hard wired so there shouldn't be any routing related issues. Probably an additional pack pattern is needed.
