Basically, convert https://github.com/web-platform-tests/rfcs/blob/master/rfcs/print_test.md into a doc in writing-tests/.

Note that the RFC might have been out-of-date / inconsistent with the implementation (reftest-pages vs page-ranges, etc.), so one needs to double check. cc @jgraham

I believe that @jgraham did this already in #23921

@jgraham - can you double check the bit that Hexcles mentioned (reftest-pages vs page-ranges, etc.) and then close this? Thanks!
