[19.09] libexif: 0.6.21 -> 0.6.22 for security fixes #91009

Contributes to #90843, #88340.

See #90978 for explanation.

As 19.09 receives only security fixes(?), I wouldn't base this against staging-19.09 but release-19.09.

  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

- build from git
- enable cross compilation

I also doubt there will be official staging rounds on 19.09 - so if you still want to get this in, filing against release-19.09 sounds reasonable.
