[r19.09] qemu: 4.0.0 -> 4.0.1 #72236

Motivation for this change

Upstream release is 4.0.1 which includes a ton of fixes. Last bump missed CVE-2019-15890. Both CVE-2019-15890 and CVE-2019-14378 are now included in this release so I'm dropping the debian cherry-pick

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

This version also included the necessary parts to pass md-clear to guests so that they can use VERW

#70269 looks like it can be closed its included in the merge of #69925 and not removed by this patch at all
