Motivation for this change

Updates Hydra to the latest revision available. This PR contains the following changes:

  • c1d5d40 ("hydra: 2019-08-30 -> 2019-11-13", update to the latest git revision available).
  • 875ec0a ("nixos/hydra: also run test with pkgs.nixFlakes", run Hydra tests against the Nix-derivation with flakes support)
Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

Updates NixOS/hydra to the latest git-revision available. Also ensured
that the list of Perl dependencies needed for the server is up-to-date.

Most notably are the following changes:

* HTTP-endpoint at `/prometheus` to export metrics
* New user-roles for minor maintenance tasks
