By the way I think I am slowly coming to the realization that "speculative fetch during parsing", as implemented in #24148, is not the same as the concept of "prefetch", which is discussed at whatwg/html#4115.

Indeed it isn't, AFAIK speculative isn't specified anywhere, even though browsers do it.
