Touchups for nixos/xfce4-14 for 19.09 #68983

Motivation for this change

Thought to do this after a bit of user feedback in #68977

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

To be removed with xfce4-12.
Xfce 4.14 deprecated this.
It had many gtk2 themes that don't work that confused users NixOS#68977.
We added
- parole
- pavucontrol
- xfce4-taskmanager
- xfwm4-themes

to the default packages.

Should this be included only if config.hardware.pulseaudio.enable?

Yes. I wonder what program non pulseaudio users should use.
