We need a way to attach a debugger to the executing test when run from wptrunner #19073

As per conversation at TPAC 2019[1] we should do some work in the repo to enable attaching to the process that spins up to execute the tests. I believe @jgraham and @ato had a rough idea about how best to do this...

To clarify, this is more specifically for wdspec tests instead of wptrunner internals.

I'm setting the backlog priority so that this doesn't keep coming up in Ecosystem Infra triage. But if anyone would like to work on this please self-assign, it's not a claim that it's not a priority for anyone in the WPT project.
