[19.03] signal-desktop: 1.27.2 -> 1.27.3 (backport) #69565

Reason: Avoid an expired (unusable) release in the stable release
(Signal-Desktop releases expire after 90 days).

Note: This will be the last backport for 19.03.
The build will expire on Tue Dec 24 21:29:17 UTC 2019.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

This adds a comment why it's important to always backport any updates as
suggested in NixOS#68232. I've als included a few more details to document
the behaviour.
