Issue to look into for 2020.

There is preliminary capnp rrgraph support in VPR off of branch SymbiFlow/vtr-verilog-to-routing#340

Investigate:

Speed of python capnp library
Try replacing xc7 routing graph import with capnp version

This has been completed, resulting in a memory drop and faster import
