[20.09] verilog: unstable-2019-08-01 -> unstable-2020-08-24 #97567

The build would previously fail due to a change in bison's behavior (see
steveicarus/iverilog@5b699c1
for more information). Updating to a more recent version fixes this
issue.

  • Tested compilation of all pkgs that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.
