Motivation for this change

There is no nixos option systemd.services.ssm-agent.users.

Things done

Built an AMI on EC2, loaded it, and connected to it through Session Manager.

Reopening: the Amazon Linux 2 images on EC2 don't use an ssm-user; they run ssm-agent as root. We may as well do the same.
