  1. Manage WASM machine code cache on our own. 

    This improves warm startup latency by ~60% on my machine by skipping
WASM verification and zstd decompression steps and, more importantly,
allows us to display a message if the cache is missing. Otherwise it
might confuse people since it appears that the binary does nothing.
