Motivation for this change

Rebase; closes #100515

Fix optparse-applicative's call to bash when running in a nix-shell. Although nix-shell invokes bashInteractive, it has a non-interactive bash on PATH most of the time, because that's what stdenv uses. optparse-applicative can get a better bash via $SHELL, fixing the error:

[nix-shell]$ mycommand --file <TAB>bash: compgen: command not found
bash: compgen: command not found
bash: compgen: command not found

  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
  • Built on platform(s)

  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review wip"

  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.
