We've been stuck on OpenCL 1.2 because of NVIDIA's poor support, but they recently released 3.0 support for Maxwell/Ampere and later GPUs. So we should be able to migrate to at least 2.x soon.

Delayed past v0.2. Seems Apple M1 doesn't have OpenCL support past 1.2 yet.

Closing as wontfix since we're now transitioning all compute to Vulkan.
