Move the bit2fasm lib to the prjxray package #1650

The prjxray python package includes only the prjxray directory at the moment.

The bit2fasm script is useful in projects that install the prjxray package through pip instead of cloning it. Therefore, the bit2fasm script would need to be placed in the prjxray directory.

I wonder if this should be part of the https://github.com/SymbiFlow/symbiflow-xc-fasm2bels or https://github.com/SymbiFlow/xc-fasm projects instead.

@mithro I believe that xc-fasm is the right place for this utility, as it already contains also fasm2frames, yet another fasm-related library. Opened a PR in xc-fasm
