Version of OpenTTD

1.11.0 (and especially after #9021)

Expected result

Just like GSEngine, there should be EnableForCompany and DisableForCompany methods for GSRail and GSRoad (rail/road/tram types). This can, for example, allow companies to "research" road and rail types just like engines, giving them exclusive access before everyone else.

Actual result

There appears to be no method to force enable or disable rail/road/tram types for a specific company (or even at all), even though avail_railtypes and avail_roadtypes is stored per company.

Steps to reproduce

Look in the documentation (GSRail, GSRoad) for a way to force enable/disable rail/road/tram types for a specific company.
