Use Vivado 2020.1 instead of 2019.2 #1887

Several folks have reported that 2019.2 hangs intermittently, and we've seen it happen during CI at a reasonable clip. 2020.1 has not been observed having the same failure.

Using the more recent Vivado was only about seeing if the hang was fixed, not about using a more recent Vivado.
