Motivation for this change

This is a regular bugfix update in the KDE Applications 20.08 series. I am going ahead with this release instead of skipping ahead to 20.12.0 because this version needs to be backported to NixOS 20.09 and I expect the 20.08.2 -> 20.08.3 bump will not cause many problems.

Fixes #107503.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

This reverts commit 4b7d9dc.

The KDE project has changed their source index pages so that the links to
package metadata files are generated by JavaScript after the page loads. As a
result, wget is no longer able to recursively fetch the package metadata
automatically.

Although this updates many packages, I'm not going to treat it like a mass-rebuild because almost all the updated packages do not have packages depending on them.

The amount of packages that are being rebuild counts and we are the edge here. I would prefer if it goes through staging to not use a lot of time building.
