licenses: Make single-version-only GPL explicit #92348

Motivation for this change

I commonly see people use the former when they should use the latter.

Would be also in line with the SPDX change https://gnu.org/licenses/identify-licenses-clearly.html

Still need to rename the licenses at the point of use.

I would like to merge this as is for now, so that we can at least have clear licensing on new packages. We can fix the old ones over time.

Edit: There are really to many to check at once:

$ git grep -P 'license.+gpl3(?!Plus)' | grep -v 'hackage-packages.nix' | grep -v 'xml:' | wc -l
