tilt: 0.11.3 -> 0.16.1, move to buildGoModule #93827

Motivation for this change

Application version bump with move to their new repo and little changes to get the build working again on latest updates.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

What does this date mean? If that's release date, 0.16.1 was released 2020-07-17. If that's build date, it doesn't make sense here and should be undefined.

Agreed, I've now removed this. Thanks for the review, a new version has come out since this - lets continue in #94827. Cheers
