The POWER_REG is not documented in detail in XAPP888. Vendor tools have been observed to set it to one of the two possible values according to the statement below:

.POWER_REG ((CLKFBOUT_FRAC_EN || CLKOUT0_FRAC_EN) ? 16'b10011001_00000000 : 16'b00000001_00000000),

Unfortunately that is not always the case. This makes the diff FASM test fails on some designs.
