I don't like that this is needed and I wish it wasn't, but after having to previously revert 7fca037 due to
- pyproject.toml prevents
pip install --user --editable(v19.0.3) pypa/pip#6375 - pip 19.1 and develop mode (with pyproject.toml - build-backend present) pypa/pip#6434
- Option --no-use-pep517 not supported in requirement files pypa/pip#6438
I don't want to do it again.
