This is linted for now, as TESTHARNESS-PATH and TESTHARNESSREPORT-PATH. Example:

ERROR:lint:fullscreen/api/document-fullscreen-enabled.html: testharness.js script seen with incorrect path (TESTHARNESS-PATH)
ERROR:lint:fullscreen/api/document-fullscreen-enabled.html: testharnessreport.js script seen with incorrect path (TESTHARNESSREPORT-PATH)
