- add `appveyor.yml` to `MANIFEST.SKIP` - build using Strawberry Perl that is installed via Chocolatey - it is necessary to set %TMPDIR% because the build does not have permission to write to the user's temporary directory Closes issue for adding Appveyor support <#130>

This branch already passed. All I did was a rebase to amend the commits with more notes. |
